A Technology Road Map for Skills-First Learning

Between tightening federal regulations, shifting employer expectations, and the need to prove tangible student outcomes, the pressure to move beyond the traditional higher-ed approach of credit hours to a skills-first model has never been greater. For most institutions, the conversation has officially shifted from “Should we?” to “How do we actually do this?”

But our existing learning technology was never designed for this shift. Most platforms were built for an environment in which students earn a letter grade, accumulate credits, and receive a diploma or a certification at the end of their studies. Attempting to retrofit a competency-based model into that legacy infrastructure is difficult and inefficient.

As Unicon works with Axim Collaborative to enhance the Open edX LMS platform for competency-based education, we have identified 10 critical technical features that separate traditional LMS environments from a true skills-first platform. Mapping these features across a three-stage maturity road map creates a practical blueprint for building the technology over time.

The Foundational Layer

These features are the minimum requirements for an effective skills-first LMS.

1. Competency Mastery Tracking. Each competency or skill should be associated with one or more assessment methods and a minimum level of performance to indicate mastery.

2. Progress Tracking. Dashboards should give learners, instructors, administrators, and advisors visibility into learner progress toward competencies across courses and programs, giving all parties a much clearer understanding of where intervention may be needed or where learners may accelerate their pace.

3. Skills-Enhanced Rubrics.

In a skills-first platform, each rubric criterion should be associated with a specific competency or skill and managed as a reusable component across assignments, courses, and programs. Competency mappings, mastery thresholds, and assessment logic travel with the rubric, eliminating the need for instructors to recreate those relationships manually. While some learning management systems offer elements of this functionality, the feature is often difficult to find or use.

The Operational Layer: Enabling Learner Success

These features transform the learner experience, fostering a more iterative and transparent environment. By enabling continuous feedback, clear mastery paths, and actionable data, they empower students and give instructors the tools to support each learner’s unique journey.

4. Multiple Assignment Attempts. Most CBE programs allow a specific number of attempts on each assignment, typically up to three.

5. Mastery Level Grading Scheme. Percentage scores and letter grades are ambiguous and subject to inflation. Mastery levels are specific words or phrases describing the learner’s performance at demonstrating a competency or skill, which removes the ambiguity. For example, the mastery levels might be “Not Yet Competent,” “Beginner,” “Developed,” and “Mastered,” where each level corresponds to a percentage score for federal financial aid reporting, and the minimum threshold for mastery is the “Developed” level.

This is preferable to percentage scores and letter grades, which are generally averages of the learner’s performance in a course. In CBE, you must demonstrate mastery of all skills to pass.

6. Differentiated Progress Awareness. Traditional learning management systems tell instructors whether students are succeeding. Differentiated progress awareness goes a step further by helping institutions understand why. Instead of relying on a static grade book or spreadsheets of data, a CBE platform provides role-specific dashboards for learners, instructors, advisors/coaches, instructional designers, and administrators.

Learners can view their competency progress and quickly navigate back to the learning materials they need to review. Instructors can monitor competency mastery across an entire course and analyze trends across programs to identify where content, assessments, or instructional design may need improvement.

Detailed audit logs also make it possible to trace exactly where and why a learner has or has not demonstrated mastery, simplifying troubleshooting and ensuring competency decisions are transparent and defensible. These features help educators intervene earlier, improve courses, and better support learner success.

7. Content Reuse. Similar to the rubrics described earlier, assignments should carry their competency mappings with them wherever they’re deployed. When instructors add assignments to a new course, the associated competencies, mastery thresholds, and assessment logic are automatically included, ensuring consistent evaluation across programs and reducing repetitive course design work. Institutions can also measure how reusable learning components perform across multiple courses, providing visibility into which assignments are most effective.

The Ecosystem Layer: Scaling Personalization

These features enable learner-specific competency-based education at scale.

8. Adaptive Content Delivery (Course-Level). The platform should dynamically release or restrict specific learning objects, assessments, and content modules based on a learner’s demonstrated mastery of competencies within a single course. This allows for immediate, targeted remediation or acceleration at the lesson level, ensuring the content adapts to the learner’s needs in real-time as they progress through the materials.

9. Role Flexibility. Skills-based education goes beyond the traditional classroom. Coaches, advisors, mentors, and workplace supervisors need visibility into learners’ progress, but in different ways. A skills-first platform should provide role-specific experiences that give each stakeholder the information they need without requiring them to sift through unnecessary data.

For example, advisors should be able to view competency progress across an entire program, receive alerts when learners are falling behind, and identify opportunities for timely intervention.

The platform should also support external partners, such as apprenticeship or internship supervisors, by making it easy to validate competencies in the workplace. By integrating these roles and workflows into a skills-based LMS, institutions can more effectively connect classroom learning with real-world skill development.

10. Personalized Program Pathways (Program-Level). At the macro level, a skills-first platform should automatically adapt the broader trajectory of a learner’s entire program. This includes managing how learners move between different courses based on prerequisite completion and overall progress.

For example, the system could trigger automated enrollment in specific remediation courses or allow learners who have mastered required competencies to advance immediately to the next stage of their program, creating a truly personalized journey across the institution’s curriculum.

Creating the Future of Skills-Based Education

Building a skills-first education LMS is an iterative process. Institutions can start with the foundational layer and add features gradually, moving toward a fully adaptive ecosystem as resources and needs allow.
