Permissions differences between the "Portal Administrators" group and the "Channel Managers" group

What are the permissions differences between the "Portal Administrators" group and the "Channel Managers" group?
Certain administrative tasks can only be performed by members of the Portal Administrators group, including: setting up groups, creating templates, portal personalization and all other tasks that fall within the administrative channels.

Members of the "Channel Managers" group may complete a subset of these administrative tasks, including publishing a new channel or to modifying an existing channel, using the channel publication workflow implementing in the Channel Manager component in uPortal. Published channels may implement any of several channel types.
