PAGS users do not receive emails notifications

Why aren’t users receiving an email when I invite them to an event in the Calendar channel or publish a survey to them? 
PAGS group users will not receive an email whenever a Calendar event is added or a survey is published to the PAGS group.  However, the user will receive a notification and will be able to access the event and survey when they access the respective channels.
